The district was named Zavodskaya in 1904, Fabric zavodu (Fabric plant) since 1920, Shaumyan since 1932. One part of district was divided and named Nizami in 1981. It names Khatai since 5th January, 1990.
Some large industrial enterprises, including “Azeroilgas” NEZ, “Khazardenizneftdonanma” Institute, Experiment Industry Factory, “Oil Pipelines” Institute operate in area of the district. 37 high schools, 44 kindergartens, 1 asylum, 15 polyclinics operate here, too. Some offices and enterprises of republic importance is located in this district: Republic Maternity Hospital, United Oilmen Hospital, Hospital named after Afandiyev, “AZERIGAS” JSOC and etc.
